Puntarenas on the Central Pacific of Costa Rica could have a new hospital if the Government gets the approval to use the land assigned for this. The National Production Council (CNP) is willing to transfer a property of more than 12 hectares or 30 acres, in the district of Barranca, Puntarenas.
Meanwhile, the Social Security Fund (CCSS), the Board of Directors agreed to support the initiative, but cannot guarantee to use the land given for the construction of a new hospital.
Meanwhile, last week, this legislative committee passed a motion to expedite the process and pass the whole initiative as soon as possible.
“This is a good time for the government to make decisions and decide to invest in the construction of a new hospital,” said Rodolfo Sotomayor, deputy of the Social Christian Unity Party (PUSC) and proposer of the motion.
Is this a priority for Costa Rica? Although no deadlines have been set, William Barrantes, CEO of CNP, said the president of Costa Rica, Laura Chinchilla, asked the petition to transfer the lot to the Fund.
“There were previous efforts, but it really took effect once the president was in the area and assessed the damage from the earthquake,” said Barrantes.
The sale of the land, they will pay between the Council and the Ministry of Finance, in the form of taxes, because the assets will not be transferred directly to the Fund.
“This is not a donation, but a legal instrument that allows to settle the debt in exchange for a non-liquid asset,” explained Alvaro Ramos, Deputy Minister of Revenue of that portfolio. However, according to Gabriela Murillo, Infrastructure Manager of the Fund, the transfer could settle a debt of CNP in favor of the Social Security Fund.
Regarding the valuation of assets, is a matter that belongs to the Directorate General of Taxation, and the amounts are not yet known, said Murillo.
After the earthquake of September 5, the damage to the health sector was estimated at $22 million according to president of Costa Rica. The president said the government should afford to pay this amount via the national budget and by other income.
The estimated total damage was approx. $45 million.
